This should be a simple calculation for someone:

What would the 2016 result have been if every state allocated EVs like Maine and Nebraska?

Trump won 230 districts and 30 states. 230+2(30) = 290 Electoral Votes.

Hillary would've gotten 538-290= 248 Electoral Votes

(assuming no faithless electors)

Of course, campaign strategies would've been different. Maybe Trump's win would've been butterflied out. Maybe he'd have won even more electoral votes.

Not necessarily related, but I did some calculations a couple of years ago that based EVs solely off of share of national population (with each state receiving a minimum of 1 EV rather than 3) to see how the 2016 election might have been skewed by "small states" or "large states".

The end result? Exactly the same (306-232), which is interesting in showing that - at least in 2016 - the presence of small/large states gave neither side any net benefit when compared to simple population distribution.
