If the election for the leadership of the Welsh Labour Party in 1999 (following the resignation of Ron Davies as Welsh Secretary) had been a membership only vote, the Rhodri Morgan would have won (as he won the membership vote by 64% - 36%) and therefore, I believe that Labour would have won the first Assembly elections with an overall majority

Constituencies:
Labour 31 (-3 on 1997)
Plaid Cymru 5 (+1 on 1997)
Conservatives 1 (+1 on 1997)
Liberal Democrats 3 (+1 on 1997)

Regionals:
Mid and West Wales: Con 2, Lab 1, Plaid 1
North Wales: Con 2, Lib Dem 1, Plaid 1
South Wales Central: Plaid 3, Con 1
South Wales East: Plaid 3, Con 1
South Wales West: Plaid 2, Con 1, Lib Dem 1

Totals: Con 8, Lab 32, Lib Dem 5, Plaid 15 (Labour majority of 4)
