Why didn’t more Senate seats flip as a result of Reagan’s unpopularity at the time?

The class up that year was overwhelmingly Democratic, I believe...same one that was up in 2018.

Democrats were defending a majority of the seats and there weren't too many Republican retirements. But still, I'm surprised Democrats didn't do a little better given that Reagan wasn't too popular in late 1982. Looks like Republicans won a bunch of close races.

Democrats ran out of money at the end in many key Senate races that year.  I remember reading that Harriet Woods in Missouri (who only lost 49%-51% to John Danforth) couldn’t even afford tracking polls in the last two weeks and had to pull her ads.  

Howard Cannon losing to Chic Hecht in Nevada was also a huge surprise that went completely against the grain of that election.
