Trump as Cartman kinda, sorta works...maybe (especially if we’re talking Cartman from the early-to-mid seasons), but the Napoleon Dynamite-Buttigieg comparison really doesn’t work at all imo*, even if you really don’t like Buttigieg. The anti-Buttigieg caricature would be the gay couple in American Beauty who are [in a joke that worked much better back in 1999] the most normal, boring, and conservative people in their rich, lily-white suburb in every except for their sexual orientation.
Of course, I don’t think that’s an accurate description of Buttigieg either, but I’d argue it works much better than Napoleon Dynamite and fits more with how anti-Buttigieg folks like Sawx (and presumably yourself) appear to see him.
*For one thing, Buttigieg is one of the smartest guys running and incredibly comfortable in his own skin in a way that I suspect makes him come across as very Presidential on a superficial level despite what even I acknowledge is a significant lack of experience. Those two things (especially the latter) kinda kill the Napoleon Dynomite comparison in the crib as one of the character’s defining features was his awkward lack of self-confidence or even much of a personality until the end. Also, he’s kind of an idiot
