I don't think that Quorum rules have ever (I could be wrong) been applied to straight up votes; at least not when I've been in the House.

They're impossible to track because beyond swearing into our house terms there's no other way of tracking who is 'present'; you can be present whilst not voting.

Ok so I have the cloture vote as 4-0-0-5, so yeah quorum isn't met. I thought we had 5 votes earlier, if someone deleted their vote with the intent to obstruct Congress that's disappointing. I will be suspending the rules, I could extend this vote but given the House has already expressed its intention for a final vote we will be moving straight to a final vote.

Representatives have 72 hours to vote Aye, Nay or Abstain on this bill.

Cloture vote, for the record.
Aye; 4 (thumb21, razze, Blair, JGibson)
Nay; 0
Abstaining; 0

Right, 72 hours to vote on whether to approve the rules suspension, 2/3rds of Representatives needed for the suspension to pass and us to have a final vote.
