Okay, I did that, and I agree there are grave concerns raised by this. But the OP’s statement still doesn’t make sense to me.
Yeah, my understanding is that its only that kids watching a video for adults can make that video be deemed a children's video for advertising preferences purposes, not that adults who watch kids videos are deemed kids and forbidden from watching videos for 18+ people.
Plus the fines are on content creators not passive viewers.
