Bush could have been unseated (might have been in a Gore rematch if not for 9/11 IMO), but Lieberman wouldn't be the one to do it, especially if foreign policy wasn't as much of an issue. Jesusland give or take Wisconsin.

Lieberman would have talked about Bush's education plans and Lieberman would have talked about missile defense.

Foreign policy is always an issue, but it wouldn't be at GWOT immediate post-9/11 levels.

Then there's the gay marriage debate, which helped Bush shore up states like Ohio. Without populist appeals (and the Great Recession) like the Hillary and Obama campaigns had in 2008, it's doubtful he makes up those losses. Nor would he have anti-war turnout to drive up.

The Republicans probably would still control the House, but they'd probably lose a handful of seats.

Democrats might pick up/hold the Senate, and be able to elect Biden Vice President, however.
