It appears I am an inactive voter.  As I don't remember rules, do I have to re-register, or will I automatically be qualified for voting once I achieve the required number of posts?

Once you resume enough posts, you will be automatically requalified.  Your vote in the runoff, which invalidated due to inactivity, does count towards the requirement of at least one vote every 4 months.  General inactivity only affects the status of a ballot, not the status of one's registration.

The sad part is that I remember arguing that lurkers could meet the 25 post requirement.  Nevertheless, having lapsed into a lurker state, I have been unable to meet the requirement Sad
