Depends on which party implements it - you'd likely see substantial swings away from them in Nevada and a few other places like Atlantic County, NJ.

Would the ban also impact tribal lands? If so, Native Americans disproportionately swing towards whatever party offers to re-legalize betting.

Tennessee bans casinos, but allows online sports betting.  Governor Lee actually said he would have vetoed the sports betting bill if it didn't make it clear that no casinos would be permitted (and, as it was, he allowed it to take effect without his signature).

It’s done by county. There’s none in Orange, but as mentioned above Tampa yes, and south Florida as well. The space coast (brevard) also has them.

Not many.  The vast majority of states actually have casinos in them.  Virginia was actually one of the few states left with no casinos but they are opening them up in "economically repressed" areas (i.e., rural areas downstate). 

It seems like states are opening up casinos as a way to drum up tax dollars without actually raising taxes.  Then what happens is a nearby state legalizes gambling.  There was a casino in WV that was getting a lot of money from MD casino-goers so MD legalized gambling.  Then Virginia residents started going to MD so VA legalized it.  Same with PA, lots of people were going to NJ so PA opened their own casinos.  They want to keep the money in state.  It's basically a race to the bottom.

A quick Google search says Utah, Hawaii, Alaska, Texas, and Tennessee are the only five states without casinos.

I actually think you're either overestimating Democrats or underestimating the GOP in this. I feel like most casino owners and workers probably vote Democratic already. Maybe not overwhelmingly but maybe like 60% or so? So yes, turnout would surge and they'd vote even more Democrat, but I feel like the GOP margin if Democrats ban casinos would be slightly larger than the Democratic margin if Republicans ban casinos. Though I could be wrong since I'm no whiz on NV politics.
