Section I. The Amendment
1. Section 2 of the Standing Orders of the Council of Lincoln shall be amended as follows

Section 2. Movement of Legislation to the Floor
E. After any election for the Council, all legislation slots shall be emptied and all pending legislation shall be considered automatically tabled.

This amendment will get rid of the automatic tabling that occurs at the end of the previous Council, meaning that bills from last Council can be debated right where the debate ended in the previous Council. So, for instance, if a bill was about to go to a final vote and then the Council ended, previously that bill would be automatically tabled and would have to be reintroduced in the next Council and would be treated as basically a new bill. This amendment would allow for that bill to move to the next Council. This is a simple, yet necessary fix and I urge the Council to support this bill.

This bill has already been very well debated last session, and all 3 councillors have now publicly supported this, so you should get this to a vote already.

As this was already debated last Council and largely failed to pass, because of the automatic tabling rule, I motion to waive the 72 hour debate requirement and move for cloture

As a majority of the council is in favor of the move for cloture, councilors may vote AYE, NAY, or ABSTAIN within 48 hours.

All three members have voted in yea during the cloture vote, therefore I'll move for a final vote. Councilors have 48 hours to vote AYE, NAY or ABSTAIN.

All councilors have voted and I see no reason why I shouldn't terminate the vote now. By a unanimous vote in favor of LC 5.2, the bill has passed.
