Reform agriculture, continue to boost industrialization. Avoid the war with Japan and invest heavily in railways.

That is the first steps anyway from a mostly economic perspective.

Russia actually did do 1 and 2 IRL, but the collapse of the railway system meant it was worthless during the height of World War I.
