I presume that they're talking about a policy something along the line of this:

"Each company must have at least 12% of their employees being black, at least 10% of their employees being Hispanic, at least 3% of their employees being Asian, and at least 2% of their employees being of some other race not mentioned, other than white."

i would support such a policy in higher education, at least in state universities.

im not so sure id support it for private employers.

Wally, I think quotas at state universities are a terrible idea.  As I'm sure you know, there are always tiers of state schools, with the flagship school being the most competitive, then the level right below the top, maybe another level, and then community colleges.

It does the intended beneficiaries of quotas no favor to put them in an environment in which they cannot compete, and it is completely unfair to have a totally different standard for admission based on race/ethnicity.  Then you get into the ugly situation of people trying to prove they belong to one race or another to get preferential treatment.  It's an American version of the Nuremberg Laws.  Horrible.

They are neither better nor worse than any other form of affirmative action.

I would agree with that to some extent. Quotas mean that if a company has no black people, 20 people apply for a job, and 19 of them white, if the minority is unqualified for the job, he/she will still be selected. Affirmative action can include merely using race as a factor in deciding who gets the job....perhaps as a tiebreaker. As long as this preferential selection allows rejection of unqualified individuals in favor of more qualified individuals, regardless of race, I have no problem with it. Quotas do not allow this, or at least greatly limit it. This doesn't mean I support affirmative action.....I think it is no longer needed.

Racial quotas are stupid. So are gender quotas and almost any other characteristic based quota. How about a blood type quota? I wouldn't be surprised if a few liberals embrace that idea and start to moan about how AB's  are slighted in workplace hirings.
