Messam's whole construction "business" involves him using his office to gain lucrative contracts for government projects (think section 8 housing and the like), which then doles out to his various friends and actual (and crooked) contractors. They get most of the cash, he scrapes a bit off the top, and then cashes in on the credit.

I guess running for President is a more complicated scam. If he uses this record inflow of cash to pay his staff and vendors, they're all looking at a total windfall of $0.14!

Messam is just as qualified as Buttigieg, yet one gets way more attention.

Incorrect. South Bend is a strong-mayor system, wherein Buttigieg is the city's chief executive. Miramar is a ceremonial, weak-mayor system, wherein Messam has no formal authority outside his position as an at-large member of the city council.

South Bend also is an actual city, while Miramar is a boring exurb of Fort Lauderdale.
