I don't think he did any worse than Kerry did.  Actually he may have done even better, if Nader didn't get such a large percentage.  He got 5% in 2000 in MN.  Give all those votes to Gore and he had 53%.  Kerry got 51% in 2004.  Anyway, 1996 the Republicans had a bad candidate and Perot screwed up the whole thing, so I don't really think much has changed over the past 3 elections in the Upper Midwest.
