Not necessarily a place he won outright, but a place where he got a startlingly high % of vote compared to expectations?

Nowhere really. His coal country gains were a slight surprise for many at the time, but these days his numbers would be considered weak. Romney was an extremely mediocre candidate.

I would say WV. He was widely expected to win it, but Mccain only won by 13%. Romeny won by twice that. And considering other elections in the state went to the democrats, you would think at least Monongalia or Jefferson counties would go to obama, but it was a wash for Romney.

Also Texas. Mccain won by 11. Romney won by 17. This is impressive especially when you compare it to Trump who only won by 9.
