The 2000 election was so ugly, there would have been no possible way to resolve it without pissing off half of the country.  If, by some chance, Gore had actually overturned Bush's victory, there would have been such a giant outcry that Gore would probably have been substantially weakened by it.  I don't think there was any "rightful winner"; there were just too many questionable aspects on both sides.  If it were a wrestling match, Bush and Gore would have pummeled each other into a pulp, and then when they both fell down from exhaustion, Bush would have inadvertently fallen on Gore, claiming victory.
