Mr. Speaker,

I offer the following amendment:

Quote
Amendment to the Standing Orders (III):

1. The Standing Orders of the Lincoln Council shall be amended as follows:
Quote
Section 6. Amending the SOAP Administration
A. In recognizing that the Lincoln Council has the right to determine its own operating procedures without outside approval, future amendments to the SOAP will no longer require the Governor's signature upon passing.

B.The Commons Council may elect to suspend any section of these rules at any time with the consent of two-thirds of the sitting membership.

C. The Chancellor may unilaterally suspend any section of these rules at any time, unless a Member should object within 48 hours. If there is an objection, suspending the rules shall require the consent of two-thirds of the sitting membership.

DC. The votes of successors shall displace those of their predecessors when votes overlap with a change in the composition of the Council.
