This legislation may be cited as the Bob Barker Act.

Section 2: Spaying and neutering of animals

1. Beginning January 1, 2020, dogs and cats who are bought or rescued as pets must be spayed or neutered within four months from the time of adoption.  Extensions may be approved up to six months, provided that affected dog and cat owners present a letter from a veterinarian explaining why the animal could not be spayed or neutered in the allotted time frame.

2. Pet owners who fail to spay or neuter their adopted/rescued cat or dog within the allotted time frame shall receive information on local subsidized sterilization services and be given an additional 60 days to comply.  Failure to comply after the 60 days shall be penalized by a $100 fine or an order to serve eight hours of community service.  A subsequent offense shall result in either a $500 fine or 40 hours of community service.

So I've been taking some inspiration from Juliαn Castro's campaign, who wants to expand animal welfare in federal policies.  One of Mr. Castro's priorities is to end the hundreds of thousands of unwanted animal deaths in shelters.  My first extinct, of course, was to outright ban no-kill shelters.  However, experts have shown that the most effective way of preventing needless animal deaths is by requiring the spaying and neutering of animals.  Indeed, one unspayed female cat and her offspring can lead to 370,000 kittens a year.  Those animals who are not fortunate to find loving homes will die slowly and in agony on the streets, often at the hands of abusive owner and hoarders who keep them in inhumane conditions.

By requiring the spaying and neutering of these animals on the part of pet owners, we can prevent untold suffering and thousands of animal deaths each year.  I use the Parliament to pass this life-saving measure.

Would the definition of "pet owners" include breeders? It's not clear to me from the text, though perhaps I'm missing something.
