To save the Alaskan oil investment fund dividend program

Section 1: Title

This legislation may be cited as the Alaska Permanent Fund Bailout Act.

Section 2: Appropriation to the Alaska Permanent Fund

In FY2020, $444,000,000.00 shall be appropriated for the Alaska Permanent Fund.

The Governor of Alaska recently cut 444 million dollars from the state budget in attempt to alleviate the Alaska Permanent Fund's budgetary woes.  While the Commonwealth will presumably be assuming full financial control of the APF after our next budget is passed, it is apparent that this program, which provides dividends to Alaska residents in exchange for domestic energy use, is in need of salvaging so that the government is not required to make cuts to the state university system or other essential programs including senior benefits and a cruise ship pollution inspector program, which the governor's budget had eliminated.

So in essence, this bill functions as a stopgap measure until the new regional budget goes into effect? That seems expedient, if for no other reason than to prevent a crisis before parliament has had time to consider the issue more thoroughly in the context of region-wide finance.
