I have to imagine Potter Stewart, as well as perhaps Warren Burger or Lewis Powell, would retire under a second Ford term. It would be, in my opinion, very interesting to see if he nominated a woman, or perhaps Edward Brooke, or AG Levi, et cerera. Probably more so than a Ford second term Cabinet.

I think Rummy and Cheney stay at Defense and Chief of Staff respectively. As brucejoel99 said, I think Bush would be a good replacement (and have a good chance at getting confirmed) for Kissenger at State, as long as Rumsfeld doesn't sway Ford away from nominating Bush.
