Technically, No. I think he would make a reasonably good Republican but the really disturbed ones would probably accuse him of being one. The same way McCain was a reasonably good Republican most of the time but was still accused of being a RINO. Eventually, those suspicions were confirmed but he generally towed the line quite well.
