I'd say no, he's clearly conservative on the issues.  On the other hand, he may not support the Trump personality cult enough, so one could say he's a RINO in that sense.

EDIT:  That was for ThatConservativeGuy

For YE:  Not really, but he's more of a SoCon than I would like.
