If I recall correctly, this rule doesn't apply to nominations. Smiley ("Once said Nominee has garnered enough votes to pass or fail, all Senators who have voted will be prohibited from changing their votes." OSPR, Art. 6, Sec. 3, Cl. 3.)

Q did it this way last time so I guess I can change it now.

With 9 Ayes, 0 Nays and 0 Abstentions Afleitch has been confirmed as Secretary of State.
