South Carolina Gov. Henry McMaster has a impeccable resume that anyone would want.

-Served in the U.S. Army in the 1960s and 1970s
-Graduated from Univ. of South Carolina and Univ. of SC Law
-Worked for Strom Thurmond and was a prosecutor
-U.S. Atty. under Reagan
-Ran for U.S. Senate in 1986
-Ran for Lt. Gov. in 1990
-Was SC GOP chair
-Was SC Attorney General
-Ran for Governor in 2010
-Lieutenant Governor
-Governor

McMaster has a impeccable resume like Ohio Gov. Mike DeWine.

Except DeWine won most of his races, unlike McMaster, as evident from your very own summary.

McMaster's unsuccessful races came at a time where South Carolina was far more Democratic at the local level than it is now, and he ran against formidable incumbents (Sen. Fritz Hollings, Lt. Gov. Nick Theodore).  That being said, he strikes me as a guy who can win if he's the GOP nominee, but who has marginal PERSONAL popularity.
