Hands down, Beshear. Rematches usually don't work out well for the loser and it seems that Beshear is a pretty popular governor.

Nontheless, he'll have a tough reelection battle in 2023 against any other credible Republican challenger.

I don’t think this would be any worse than a Toss-up for Bevin, actually. While Beshear isn’t completely DOA, I feel like people seriously underestimate just how vulnerable he is.

One factor I think that changed is that most Republicans probably have a negative opinion of teacher unions by now which was a major issue for Bevin.

I think Bevin would be slightly favored still, but this would be the stupidest rematch in a long time. Republicans sweeping other statewide offices easily proved Beshear narrowly prevailed off of unique anti-Bevin sentiment, and Beshear would love having him run again.

My guess would be Bevin by an embarrassingly narrow margin (perhaps there would be NY-22 vibes here), but Beshear would have a chance.
