I can't imagine anyone actually opposing this.

What I propose is this: Anyone who is under 18 who is guilty of bullying (whether they do it at school, or if they do it somewhere else) would lose their license until they turn 18, or be barred from getting a license before 18.

Anyone who happens to be 18 or over who is guilty of bullying would lose their license for life. No exceptions.

States would be required to implement this policy, or face loss of all highway and education funds.

We need a grassroots effort to enact a law like this.

That would clearly be unconstitutional, and the Supreme Court would rule it so consistent with 70 years of precedent. Steward Machine Co. v. Davis, 301 U.S. 548 (1937). When "pressure turns into compulsion," the condition is unconstitutional.

Furthermore, a condition on federal funding must be related "to the federal interest in particular national projects or programs." Massachusetts v. United States, 435 U.S. 444 (1978) (plurality opinion). The Supreme Court has not invalidated a single condition for failing to pass this part of the test, however.

Yes, of course.  In addition those who shoplift at the age of 12 should be barred from entering supermarkets for life.  And of course those who wet the bed as children should be prohibited from purchasing bedding.

Agreed, the class of one's birth is determinative of one's behaviour throughout life.  But in any case the term 'reform school' is euphemistic.  The purpose is not reform but separation of the 'bad apples' - typically children who are being reared by lower working class persons in rental housing - from the reasonably well conforming apples, who are typically upper-middle class and being reared in owned homes.

It depends upon the level of bullying.  I think that, in general, criminals should be barred from getting driver's licenses for a period of time.  Therefore, if the bullying rises to the level of criminality, then I would agree with this proposal, generally.  But if it's just a low-level schoolyard type thing, then it should be handled by the school.

I would also raise this point -- students who are being bullied and seem unable to handle themselves should get some type of counseling to teach them to handle bullies.  We all have to deal with bullies in one form or another through most of our lives, and it really is not enough to eliminate bullying in a quasi-controlled environment like a school but not prepare students to handle predatory people in the real world, which cannot be controlled as closely.

Please.  If someone is using a car as a weapon, that's a far more serious offense than bullying.  And denying a driver's license is not the answer to that problem.
