- Al-Qaeda caused trouble in 1998 and 2000, yet Bush, Cheney, and Rumsfeld never mentioned it

- A week before 9/11, Biden expressed anxiety about terrorism, and Rumsfeld brushed it off

- At Tora Bora, they left capturing Bin Laden up to the local forces

Cheney cared more about political/energy opportunities in the Middle East than he did about stopping Al Qaeda.

The issue to stop terrorism was to prevent 911; consequently,  they didnt, and country was caught up in the moment of commercializing and sympathizing with 911 victims, media failed to do its job in investigating Dubya that was warned by Putin and Pakistan, Musharraf,  that Bin Laden was about to attack,  and went on vacation,  anyways.

Gore, had he disregarded Musharraf and Putin warnings and went on vacation,  would have been investigated by the R Congress

Bubba was much more agressive on anti-terror operations than the Dubya administration, especially between the inauguration and 9/11. That's well documented by Richard Clarke, who worked on these issues for all presidents from Reagan to Dubya.
