This can only happen if the Republican party starts promoting policies favorable to Hispanics (which it definitely isn't doing right now).

What policies did Bush promote that were favorable to Hispanics?

Bush at least claimed to be in favor of comprehensive immigration reform, which isn’t something most prominent Republicans are openly supporting right now.
