I object to the FM's motion.
Though I agree that it's getting tedious that Congress is dragging this out so long, it is irresponsible to pass a law that is contingent on a separate law that has not yet passed. We just have to wait for Congress to get their act together.

We cannot pass a bill finding a law before that law is even enacted. We need to wait for Congress to decide whether or not to even pass the law before we can vote on this legislation.

On second thoughts, I change my vote to Aye.
Because given this legislation is a reaction to if the federal bill fails, on reflection we don't have to wait on this because even if it passes the house (unlikely) TM will veto it.
