There are multiple ironies in the meme but the one that sticks out to me at the moment, aside from Fukuyama who counts as several of those on his own, is that up till now (and potentially for the foreseeable future re: 3rd world investment and other fronts) Xi has actually been doing quite well out of the "liberal order" that the CCP for all its other modernization remains seriously endangered by. To a certain degree he embodies the party's aggressive reflex and somehow none of the people it hits have managed to hit back.
