In a nutshell: prioritize trends and the results of the previous presidential election. Trump district trending R with a Democratic Rep? Top target. Trump district with no strong trend either way? Top target.  Trump district trending D? Handle on a case by case basis. Don't waste your time tilting at windmills in Clinton districts unless they're trending strongly Republican. And for the love of god, don't be stupid enough to target Clinton districts that are also trending D.
