Easily Kennedy, Nixon's policies weren't substantially different from Kennedy's in many aspects, but he was more hawkish and also a scumbag.

That's doubtful. Nixon was no anti-imperialist of course, but when he was President he was merely content to continue the state terrorist policies of directing the CIA to intensify covert operations against Cuba, rather than pursue open warfare or invasion. In 1960 it was Nixon who argued that the course of action followed by the Eisenhower administration was the best course to follow in regards to Cuba, whereas Kennedy straight up admitted that Eisenhower was "too weak" on Castro (lmao)
