This is designed to streamline the consideration of the annual budget - coming in March - and organize what may be a complicated and lengthy process. As this is my first time writing a special rule - and there is not really a good RL model for a rule allowing both substitute and non-subsitute amendments - I'm interested in your feedback, amendments to this rule, and criticism. This is separate from the rest of the rules so we can move on basic legislative procedure quickly and take our time on this if need be.
