Talks between SVP and the Lega have progressed by quite a bit, but became a bit nasty on the topic of Europe, which is no big topic for South Tyrol itself - but more an ideological one considering the EU elections next year where the SVP will campaign for and the Lega against.

Most topics such as environmental issues, traffic, public transport etc. have already been solved though and the coalition could stand by New Year.

Coalition talks between the centrist SVP and the far-right/populist Lega have been stopped by SVP-Governor Arno Kompatscher yesterday, after they hit several major road-blocks recently.

The Lega apparently refused to sign the SVP's "values catalogue" with a clear commitment to the EU, human rights and South Tyrol's autonomy within Italy.

Then, the national Lega in Rome has worked on a reform proposal to decrease the number of seats assigned to South Tyrol in the Italian Senate from 3 to 2.

The critical issue here is not really the reduction of South Tyrol's representation in the Italian Senate from 3 seats to 2 (the Senate would be reduced from 315 seats to 200 under the proposal, so proportional representation would remain intact), but more that M5S-Lega in Rome presented the plans without consulting South Tyrol and Austria first.

Obviously, this can be seen as some kind of revenge for the dual-citizenship plans from Austria's ÖVP-FPÖ government for South Tyrolians (an issue which has become very silent recently, after the FPÖ's allies suffered a major setback in the state election).

Anyway, Governor Kompatscher (SVP) says he wants the matter solved quickly and wants a guarantee that his future coalition partner Lega is not steered from Rome and acts independently from the national Lega in Rome. He's for 100% credibility on Europe and on autonomy and could also end the coalition talks for good if the Lega does not conform to their demands. It's pretty clear that the SVP wields the far bigger power here and it's the Lega and Rome who have to move ... quickly. Because the SVP could also choose the Greens as their coalition partner and dump the Lega.

IMO, the Lega should know and accept where their place is in such a coalition: They are just a tiny 10% party after the state election and up against a 40%+ party. It's pretty clear who has the power in this future coalition and who's just the small appendix. If the Lega does not commit to certain values and the long-standing autonomy statute, then the SVP should not be held hostage by such an undisciplined small party like the Lega and choose the Greens instead. The Lega needs to accept their place and enter some compromises ... or head into opposition.

The coalition talks between SVP and Lega are back on track and heading for a conclusion next week after a marathon meeting yesterday:

There are still some final issues to be talked about next Thursday, but the Lega has given up their demands to keep a commitment to Europe out of the coaltion contract preamble. Also, the SVP has convinced the Lega to drop some restrictions on foreigners when they claim housing aid from the state.

If the coalition deal is agreed on next week, SVP+Lega's party committees will have to vote on the contract and if agreed, the new government will be sworn in around Mid-January.

What's the problem ?

The Lega's demands have been watered down anyway, they were made to sign a commitment to Europe and it's pretty clear that the SVP is the one in charge of this government ...

Lega Senator in Rome, Roberto Calderoli, has assured yesterday that South Tyrol will continue to have 3 seats in the reformed smaller Italian Senate.

Both Austrian Chancellor Kurz and South Tyrol Governor Kompatscher are happy about that.

That means the last possible obstacle between SVP and Lega has been removed and their party committees can sign off their coalition contract tomorrow.

The SVP-Lega coalition contract was approved by 503 of the 519 valid SVP party committee voters yesterday. There were 16 abstentions and zero No votes.

It seems the Lega party committee has also approved, but I have no link for it.

Anyway, SVP and Lega have both informed the regional parliament leader today about their final approval for government and handed over their "declaration of government", which means the Südtirol regional parliament will convene soon to elect the new government.

SVP+Lega will officially sign their coalition contract tomorrow, which ironically includes a preamble where the Lega has committed itself to "European" values, but in May they will certainly campaign against the EU ...

Salvini has officially agreed to the new SVP-Lega coalition yesterday, after meeting with the 4 new Lega members of the regional parliament of South Tyrol + Lega Senator in Rome Roberto Calderoli (the SVP will have 15 members).

He said that "with great pride I am confirming this government."



It was also agreed that Massimo Bessone and Giuliano Vettorato will become the Lega's 2 government members, while Rita Mattei will become Vice regional parliament president and Carlo Vettori will become Lega group leader in the regional parliament.

While the Lega will get 2 government members, the SVP will likely get 6 or 7 (incl. the Governor).

The SVP will decide next week about their new cabinet members.

Arno Kompatscher was re-elected Governor of South Tyrol on Thursday, with 19/35 votes in the regional parliament.

MPs from the new SVP-Lega coalition applauded his re-election, the opposition was obviously critical about it.



The new government will have 9 members, 7 from the SVP and 2 from the Lega.

The SVP will have virtually 90% of the power in the new government, as their government members are responsible for all the important topics. The 2 Lega members only have energy, ecology, spatial planning, construction, Italian school matters and culture as their portfolio.

The new government will be confirmed by the parliament next week.

The nine-man government team headed by Governor Arno Kompatscher quickly gets to work after today's election.

South Tyrol has a new state government, which is made up of South Tyrolean mandataries of the South Tyrolean People's Party and Lega.
