We already had a similar thread asking about states, but what about congressional districts?

I’d say VA-08, VA-11, or MD-04 for Democrats and AR-01, OH-04, or IN-06 for the GOP.

WY-at large for the Rs--It's Cold and Empty.  Whatever district Katie Hill represents in CA--It's warm and gorgeous.

Let me nominate my district of TN-7 for the "heart and soul" of the Republican Party:

-It has both wealthy suburban conservatives and rural Republicans
-Both demographic groups are heavily evangelical
-It has a significant military presence as well with Fort Campbell
-Every county in the district is safely Republican
