Well, the source of the Cities, and in a way partially the State's pop decline has been because of the south side AAs/Hispanics, so I have no idea if such a test would produce a positive result. its quite remarkable that while the South Side is shrinking, the West Side/Lakefront AA regions are growing or staying neutral.
