Basically, a drought begins in eastern Nevada in the year 2035. Over the next 20 years, it gradually spreads across the Mountain West, worsened when the Ogalla Aquifer abruptly runs dry in 2041.

This is presumably some sort of re-alignment scenario, so maybe the Republican does much better in Cook and the Collar Counties than Republicans do today.

Nebraska loses one Congressional seat, as do Kansas and Oklahoma. All states in the High Plains become more strictly urban (think of Utah).

Was there a mass conversion of Minnesotans to Mormonism, because that is the only way in which I can see Minnesota (which would start to have steppe-like conditions in western regions) which would result in even more hemorrhaging of the rural population.

This sounds like a bad Global Warming scenario in which desert-like conditions appear in the southern High Plains (eastern new Mexico, southeastern Colorado, southwest Kansas, and the Panhandles of both Oklahoma and Texas) and summer rainfall fails from Nebraska through the lower Great Lakes region to about Syracuse, New York. Mediterranean climate in Michigan? It sounds delightful until one realizes that Mediterranean agriculture is largely irrigated agriculture, and the Great Lakes do not have the deep valleys suitable for water projects.

I will shovel snow in Michigan rather than have to see a loss of the grain crops that explain why Kellogg's and Post have their headquarters in Battle Creek.
