Easily Harding. His fellow senators generally regarded him as an amiable dunce, and during his presidential tenure he made a series of bad appointments and was unable to prevent scandals from occurring.
Post-FDR, I would say Carter, Clinton, and George W. Bush were all poorly prepared for the presidency, which is a big part of why I tend to favor members of Congress over governors when it comes to pre-presidential experience.
