Jimmy Carter. Served just one term as governor, had no foreign policy expertise and no relationships on the Hill. Key reasons he was not a really successful president despite being a great person.

Probably Truman, as his rise was so quick, and how he didn't have plans to go very far. I mean, he did serve as vice-president, and FDR's soon death was inevitable, but 11 weeks in was very shocking.

Truman was senator for ten years and chaired important committees while being there. He was also 60 years of age with plenty of life experience. He was portrayed as a lightweight when he assumed office, but turned out to be a decisive and bold leader with personal integrity.
