Well, it appears that McSally has fallen out of favor with Ducey, but she is still a top contender for that seat. Otherwise, the most likely choice is one of the House Republicans, though none of them would really be good incumbents for the seat. Its also possible he appoints himself, though that would give the Democrats the governorship(since there is no Lt.Gov, the SoS steps up). He could also appoint an unknown, like a higher-up in the AZGOP, or a state legislator, but I personally see one of the Reps as the most likely.

On the D side, 3 names have really been thrown around. Woods, a former Republican and Conservative Democrat who worked for McCain. Stanton, former mayor of Phoenix and current representative of Sinema's old seat, kinda middle of the road. and Gallego, a Liberal popular representative of the Phoenix metro. All three have been angling for the senate seat, and all have their respective strengths and weaknesses, but overall, a pretty B+ to A- slate of candidates.

AZ is likely going to see a lot of attention come 2020.

AZ trends aren't good for the GOP and despite their long control of Arizona they have a pretty weak bench.

the dems have all 3 moderate hero districts(although at this point the 6th is more competetive than the 9th)
GOP congressman are crazy,have ethics problems, or just weak candidates.

Dems also have a progressive military veteran Gallego who can run or they can run Grantwoods.

Ducey can't run due to SOS. the only GOP candidate that is strong is the state treasurer.

Do we:
- get a Ducey placeholder, like his CoS etc
- get McSally
- get an out-of-the-(Atlas)-blue candidate

The two candidates I’d bet won’t be chosen are Cindy and Meghan McCain. Ducey had a chance to appoint either. If he apppoints one of the two of them, then it’s a frank admission that he appointed Kyl to help jam Kavanaugh’s confirmation through, and wants to be both admired as an opportunist and honoured as respectful, which are two mutually exclusive positions.

Would whoever is appointed take office before Sinema then? That would be a little unfair, especially is McSally is appointed, to become the senior Senator instead of Sinema.

McSally starts as the clear underdog in any reelection bid. The people of Arizona just rejected her bid to be a senator, I doubt they'll be happy if she becomes one anyway. Also, she's proven that she is not that strong of a candidate for statewide office.

There are several Republican congressmen from Arizona. He could pick one of those that isn't McSally.

Kimberly YEE IMO should run for the GOP. She won by a good margin and has the good optics of I think the first female asian GOP senator. Cocaine Mitch should try for her.
