Budgetary Concerns Emerge for Fremont High Speed Rail Program

Fremont's official high-speed railway project, passed by Parliament in October of 2017, is still in its planning phase, but is already encountering problems. In the original 2017 bill, a sum of 10 billion dollars was allocated to the development of rail lines connecting San Francisco and Seattle, Sacramento and Omaha, and Salt Lake City and Minneapolis; however, a recent cost analysis suggests that it will need almost double that sum for each line.

A key issue involves the necessity to build the Omaha line through the rocky mountains. Although BNSF and Union Pacific rail lines exist across the Rockies, the requirements for a high-speed line are more stringent, and require avoidance of sharper bends that wouldn't be out of place in existing tracks. As such, potentially extensive tunneling will need to be carried out on significant portions of the path to make the line feasible. Alternatively, the project could share BNSF tracks at a greatly lowered cost, at the expense of the 'high' in 'high-speed.'

In addition, problems are arising in negotiations with state and local governments, as existing stations in major cities are in need of extensive modifications in order to accomodate the new high-speed rail lines. Significantly, project managers are considering moving the terminus of the Seattle from San Francisco to Emeryville (in Alameda County), citing development concerns regarding the Transbay Transit Center in San Francisco.  

Defunct Argentine Science Satellite Collides with Russian Satellite

On March 2, 2019, Kosmos 2221, an active Russian electronic signals intelligence satellite, collided in-orbit with SAC-D, a defunct Argentine science satellite. The collision occurred at an altitude of 653 kilometers and produced over 423 detectable pieces of new space junk, arranged in two expanding debris clouds traveling along the satellites' former orbits. This is the second on-record collision between orbiting satellites, after the 2009 collision of the Iridium 33 and Kosmos 2251 satellites. The debris generated by the impact are not expected to affect the ISS or any pending launches, as the station orbits over 200 kilometers below the two satellites. Nevertheless, the massive increase in junk caused by low-orbit collisions in recent years is drawing concern from many space programs around the world, as many other satellites share similar orbits to SAC-D and Kosmos 2221, and will have to spend precious fuel to negotiate a safe path.

SAC-D was launched in 2011 by CONAE (Comisión Nacional de Actividades Espaciales), Argentina's national space program, to perform salinity measurements of Earth's oceans; contact was lost in 2015. Although its orbit was well-documented by ground-based instruments after this time, orbital uncertainties resulted in an error of 160 meters in the published positions that proved fatal. The incident has provoked a more dedicated world effort to cataloging and tracking space junk in real time.

The following report and analysis of SB 2016-050 - 'Come out of the Shadows' has been requested by Senator N.C. Yankee to determine a proper course of action regarding SB 9101 - 'Consistency in Immigration Status Act'

figure i: The number of illegal immigrants is down significantly in comparison to estimates made prior to the passage of SB 2016-050, despite a brief spike in illegal immigration in Q1 and Q2 of 2017, just before and just following the bill's passage. Over time, visa overstays have proven less likely to apply for the conditional nonimmigrant visa, and therefore the proportion of visa overstays relative to the total undocumented population has grown to 52% (from 41% in 2013).

figure ii: The number of illegal immigrants still applicable for the conditional nonimmigrant visa has been declining steadily since the passage of the bill as more and more immigrants apply.

figure iii: Southwest border apprehensions spiked in the first two quarters of 2017 due to an influx of new migrants as the bill was being debated and immediately following its passage. The number of apprehensions has dropped as new migrants choose to avoid Atlasia due to increasing proportion of employers utilizing verification systems.

figure iv: Progress on implementation of visa entry/exit systems is slow, and the process will take many more years to reach completion. Based on the current rate of implementation, 78% of ports of entry/exit are projected to contain verification systems in place by the end of Quarter 2, 2021. Slow progress on this component may be a contributor to the lower proportion of visa overstays who choose to apply for the conditional nonimmigrant visa.

PewDiePolls has found a small increase at religious services from 2017-2019, with a little over a third of Atlasians now saying they worship weekly and 27 percent saying they go rarely or never, a modest increase from previous years.  Self-reported weekly attendance at evangelical churches enjoyed a small increase as well, at 61 percent.

Much of this growth is attributed to the increasingly popular "emerging church" movement, which largely consists of Christians involved in mainstream evangelical churches that have "emerged" from preexisting ideologies and church structures.  The movement's emphasis on community, redefining the church experience, cultural application of faith, and general discontentment with the evangelical status-quo traces its roots back to the Jesus Movement of the 1970s.

Many of these "emerging churches" embrace what clergy and parishioners alike describe as "hipster Christianity," or the recent shift away from the "smells and bells" old guard of traditional Christianity to a more unorthodox, stylized 21st-century church.  Common in hipster Christian circles is an appreciation for modern hardcore punk bands, such as the local Minneapolis-based band, Better Red Than Dead.

This new, progressive-flavored Christianity has not been without its setbacks.  In late February, the United Methodist Church (UMC) voted to maintain its traditional stance against same-sex marriage and non-celibate gay clergy, bolstered by a growing conservative contingent of church leaders from Africa and the Philippines.  The UMC's judicial arm upheld the anti-LGBT plan on Friday.

The vote reinforced the sentiment that the UMC is a much more thoroughly global, evangelical church, rather than simply a mainline, Atlasian church with an influential, theologically "progressive" branch.

The Rev. Laney Denham-Foote, senior pastor at Minneapolis's St. Paul United Methodist Church, remains optimistic that the "emergent church" will continue to grow despite these defeats at the general conference.

"People know us.  They know what we're all about, and our church will continue to welcome all people.  This is really a grassroots movement, and particularly as Millennials ascend to the leadership positions, I think you'll see that they'll turn our church apparatus in a better direction," she said, hinting at the possibility of a future schism within the UMC.
