"Dr. Strangelove," "Fail-Safe," and "Air Force One," that others have mentioned were all very good, but my favorite of them all is "Advise & Consent," which starred Henry Fonda as a man who is nominated for the post of Secretary of State by the President (Franchot Tone) and has to endure political games -- not all of which are gentle -- in order to get confirmed.

Real presidents, Lincoln and All The Way are both great.

Extending to fictional presidents and assuming the reasonable interpretation of  this question as Movies in which US presidents are central characters, maybe Dr. Strangelove?

I disagree with it, but that is actually a pretty good answer.
