Guest workers are not immigrants - they are sojourners who fill needs in the labor market. Immigrant is defined as someone who permanently settles in a new area/country. There is a lot the West could learn from East Asian immigration policy.

It says some will be allowed to apply for permanent residency.

Also support for the change is highest among young people, so it may be a harbinger of the direction of Japanese immigration policy in the future.

O/c you could argue if a country with 100 mil packed in the size of Montana needs more people, but as Audrey says the population is expected to plunge.

This is going to backfire. In the future when the Japanese are threathened to become a minority in their own country I wouldn't be suprised if there will be calls to reinstate Imperial Japan.

It could possibly backfire, as you said. But, if the government does nothing, there will be a loud outcry for immigrants as the population rapidly declines. It's a bit of a catch 22, especially for a country as ethnically and racially insular as Japan.

You do know most of the Turks in Germany came in a guest worker program?

Anyway, the big problem with this solution is you end up (in the extreme end) with nightmare states like the Gulf, where a pampered elite sit above an army of disenfranchised and abused workers

As long as the borders are only closed one way, they could send the elderly to the Philippines to die. Or else they could just introduce mandatory eutanasia for this unable to afford geriatric care. As long as you do not particularly like your grandma, you can do this.

Well the Japanese economy has been suffering from deflation and low to non-existent growth for decades, so I would say the experiment has already happened and it's time to end it.
