Stephen Wolf on Daily Kos did a project once to analyze what the electoral impact of Appalachia being a whole united state would be.

I don't think you can. I think people usually use QGIS or some other GIS software to make multi-state maps like that. Here's a Twitter thread on how to turn a DRA map into a shapefile:


But then again, I can barely get DRA to run on my computer these days without crashing - especially in the big states.
