HQ2 is expected to bring about 25,000 new jobs in NOVA over the next decade with thousands to be hired in the next two years. Isn't VA on the cusp in most projections but not quite there for gaining a seat, so will Amazon make it possible?

Probably not.  If it did 9-3 would be possible as all the additional growth would be NOVA.

It'll probably put them just over the edge for 2030, assuming a constant growth rate plus 200k people, but it definitely won't this decade.

It's probably too late for 2020.   2030 is pretty likely though.

Here is a question: let's assume the null hypothesis and say Virginia could gain a seat in 2020. Would VA12 be competing for TX39/MT02 like presently, or would another loss enter the transfer zone? Would most likely be IL17 joining IL18.
