This is a really, really, really bad idea. Several years ago, when I was president of the Constitutional Convention, a pocket of rogue legislators spammed the queue with frivolous amendments that varied from each other only minutely, in an effort to hold the majority hostage by preventing any progress until their demands had been met. Without provisions similar to those the honorable member proposes to abolish, we would have been powerless to oppose these efforts and this country literally would not exist.
Empowering the speaker to disregard spam and deliberate attempts at obstruction (in addition to plain nonsense) is essential to maintain the integrity of this chamber, and I implore the members to heed the first minister's advice and defeat this resolution.

on the rules change, as this would inevitably be abused as a de facto filibuster in the Parliament. Many years ago, as Speaker of the Northeast Assembly, one of our more recalcitrant representatives would stall legislation he didn't like by way of deliberately submitting frivolous amendments until the body moved to dismiss those amendments. There is no constructive reason for the Speaker to be debarred from blocking irrelevant and unsubstantial amendments which are only introduced to impede the daily business of the chamber.

As of right now, thats the job of the speaker and Id be worried about creating too much clutter and also fear itd be too much for the body to handle.
