This is a really, really, really bad idea. Several years ago, when I was president of the Constitutional Convention, a pocket of rogue legislators spammed the queue with frivolous amendments that varied from each other only minutely, in an effort to hold the majority hostage by preventing any progress until their demands had been met. Without provisions similar to those the honorable member proposes to abolish, we would have been powerless to oppose these efforts and this country literally would not exist.

Empowering the speaker to disregard spam and deliberate attempts at obstruction (in addition to plain nonsense) is essential to maintain the integrity of this chamber, and I implore the members to heed the first minister's advice and defeat this resolution.

Nay on the rules change, as this would inevitably be abused as a de facto filibuster in the Parliament.  Many years ago, as Speaker of the Northeast Assembly, one of our more recalcitrant representatives would stall legislation he didn't like by way of deliberately submitting frivolous amendments until the body moved to dismiss those amendments.  There is no constructive reason for the Speaker to be debarred from blocking irrelevant and unsubstantial amendments which are only introduced to impede the daily business of the chamber.

As I can contact all of you on AAD except ON Progressive, when my next bills come up I can answer any questions you have through AAD PMs. Also, it's been fantastic working with you all over the past month and a half, and hopefully I'll be back next parliament so we can work together again.

As of right now, that’s the job of the speaker and I’d be worried about creating too much clutter and also fear it’d be too much for the body to handle.
