If the speaker wishes he can use the full slots but if in his view there is too much going on, that's up to him.

This will be a very active session. I already have 11 bills ready to go (all infrastructure), and another 20ish in the pipeline.

I'm definitely open to debate on the cost. 10 bill just seemed like an easy number, but when this does get to the floor we do need a debate on how much we should enumerate for the project.
