NORTH KOREAN TRANSITION
Elections Yield Majority for National Government
Candidates endorsed by the National Government of interim Prime Minister Choe Ryong Hae won a majority of seats in the provisional legislature Monday as result of the first democratic elections held in North Korea since the country's founding in 1948. The elections likewise saw a strong showing by fledgling democratic associations supported by young voters, who won a combined 33% of the overall popular vote. With United Nations observers on the scene to ensure the transparency of the process, the elections proceeded in orderly fashion and with little controversy, despite fears of Chinese influence that led the National Government to increase security precautions in the weeks preceding the vote.

Constituted primarily by the Korean People's Party and associated independents, the governing majority will control nearly 400 of the 687 seats in the National Assembly. Democratic members unaffiliated with the government control slightly more than 200 seats, with the remainder held by independents. While the deposed Worker's Party boycotted the elections, about a dozen former members of the WKP were elected as nonpartisan candidates from constituencies in the norther provinces.

While Choe and a reorganized all-party cabinet continue the business of national reconstruction, the National Assembly is tasked with producing a new democratic constitution for North Korea. The product of their efforts will be submitted to a plebiscite requiring majority approval for ratification. Speaking at a press conference held shortly after the results were announced, Choe expressed hope that the National Assembly will conclude their work by years end, allowing the new constitutional regime to succeed the provisional government sometime early in 2019.

Protests Erupt in Hong Kong and China
A fresh wave of protests motivated by rising frustration with the central government at Beijing swept Hong Kong and several cities on the Chinese mainland this week, as Chinese officials struggled to contain ballooning discontent in the aftermath of their defeat in North Korea. While the Chinese state media described a few hundred foreign-inspired rioters mostly centered in Hong Kong, it was unclear Sunday morning just how many the demonstrators numbered, and what grievances drove them to the streets after weeks of worsening economic conditions and Beijing's attempts to throttle dissent brewing in the quasi city-state since June. The protests apparently began Wednesday as a commemoration of the 2014 Umbrella Revolution, the pro-democracy protests that ultimately failed to exact concessions from Beijing; but after state security forces clashed with demonstrators Thursday evening, they were joined by potentially several thousand, who quickly seized control of several blocks and erected barricades along streets leading to the city's center. By Friday, protests had spread to Shanghai and other cities on the mainland, where the rallying cry was not democracy, but bread.

With the Allied blockade still blocking access to Chinese ports, China's economy has suffered serious losses in recent months, and the price of necessary commodities has skyrocketed. In Shanghai, where strict rationing has been enforced by the military presence opposing the Allied warships guarding the ports, rioters looted groceries and other business establishments. By Saturday evening, part of the city was in flames and security forces had blocked all roads leading in and out of the city as reinforcements arrived to quell the riots.

Lots of reports that Southern unemployment rate has dropped dramatically during TM's tenure due tax cuts, infrastructure bills and Governor TM's positive trip to Asia which resulted in a lot of job creation. Can your office confirm??

Can the regions get something to work with? Haven't received unemployment numbers since July. I can start making up crises again for the South to handle, it just seems to be taken more seriously when coming from the GM's office.

Although we have an outgoing GM and no Deputy GM...

Do RL events like this have any effect on the game?  We don't have a president in the pursuit of a trade war, but bankruptcies are a common occurrence and trade policy is not the only contributor.

If necessary, I will ask again when we have a new GM.

Wrapping up loose ends before my tenure officially ends on Sunday.

(1) While there have been no major military incidents between the Allied and Beijing Powers in East Asia since the fall of Hyesan, the North Korean Civil War is still ongoing, in lieu of a formal peace agreement between the belligerents. A peace offer has been referred by the Chinese government to representatives of the Allied powers, and is now awaiting action by the Secretary of State.

(2) Regarding the previous post, the events described in the linked article are not canon; as of this writing, there is no farm bankruptcy crisis in the upper Midwest.

Constitution of the People's Republic of Korea
Lawmakers approved the draft constitution presented by the government of Prime Minister Choe Ryong Hae in mid-November, allowing elections for president and National Assembly to take place Monday, December 3. The Constitution was adopted with the unanimous support of the governing parties and the democratic opposition in the provisional legislature; Neo-Loyalist and Nationalist members of the legislature supplied the only votes against adoption. Kim Jong Nam condemned the proceedings from exile in Cambodia; his calls for North Koreans to take to the streets in opposition to the provisional government went largely unheeded, with only minor and isolated reports of attempted terrorist activities in the weeks proceeding the election.

Drawing inspiration from the constitutions of the French Republic and the Republic of Korea, the Kaesong Constitution invests the legislative powers of the new government in a bicameral National Assembly, with executive authority divided between the prime minister and a president elected to a five year term. A declaration of rights affirms the democratic character of the state and enumerates the individual rights of citizens, including freedom of expression, the right to due process and trial by jury for those accused of crimes against the state, protections against torture and involuntary servitude, and the right of persons over the age of 18 to vote. The Constitution likewise renounces all claims to territory controlled by the Republic of Korea.

Choe Ryong Hae was elected president with 55% of the vote to 45% for his various challengers. Democratic parties won 95% of the seats in the Chamber of Deputies, the lower house of the National Assembly, where the governing Korean People's Party is the largest party with a reduced plurality. Thae Yong Ho, who previously served as Minister for Foreign Affairs in the provisional government, was named prime minister with the support of the Party for Peace and Democracy, Alliance for Korea, and the Justice Party.
