Do/should pollsters 'hold over' committed respondents?

Moreso for congressional elections where polling is more sparse – if a voter says there is a 100% chance they will vote for Candidate A, should the pollster include that response in the next poll?

I'd bet the increase in sample size outweighs the miniscule chance these voters flip unless there is some major scandal. Do they ever do this? I wonder how it would affect polling results.
