Yeah but we had the 79 SOTU already and the invasion of Afghanistan was in December 79

So we should have had the elections

Speaker O'Neill: Ladies and Gentlemen, members of Congress: It is my high privilege and distinguished honor to present to you the President of the United States(Standing Ovation)
 
President Hollings: Thank You, Thank You. Mr.Vice President, Mr.Speaker, members of congress: I want to start of by congratulating everyone here who won their election this past November and I will be looking forward to working with you for the next 2 years(Applause). Over the past two years we made lots of progress in the areas of combating poverty, expanding healthcare , educating our children but the fact is we cant get content as we have lots of work to do (Applause). It is my intention for us to expand on the progress we have made over the past two years as the fact is we can always make our nation a better place(Applause).

The most important task for any generation is to educate our children, as they are the future and will decide whether our nation will continue to reach our promise(Applause) . The most important factor in making our education system better is to make sure we can attract top talent in the profession of teaching and do that we must increase teacher pay if we want to attract such talent(Applause). Second we must work to eliminate the racial gap in our education system and the fact is we must replace our current failed policy of busing with a concrete plan which increases the number of schools we have in our communities and then we must eliminate discrimination when it comes to housing and to do say we most ban the hideous pracitice of redlining(Applause). Doing so will eliminate segregation in our communities which will in turn elimate segregation in our schools(Applause). A good education is the best way we can also reduce poverty and it will be a goal of mine for the rest of my presidency to ensure that(Applause).

Another way we can reduce poverty is by making sure every working man and women is treated fairly in the workplace(Applause). The best way to do that is by making sure we have strong unions that have and continue to represent their workers and make sure they are treated with dignity. It was unions who helped eliminate unsafe working conditions, slave wages and much more and we must not allow them to fall as they are the best representation any working person can have(Sort of Applause).


Lastly one of the most important jobs of a President is to ensure our people are safe and also help make the world a safe place too(Applause). Currently, in Iran, military leaders in both our nations are working with each other to make stability can be kept in place(Applause) and to give our support to the Iranian Government, I want to introduce to all of you the Shah of Iran, Mohammed Reza Pahlavi(Standing Ovation) and  I want to let you know Mr.Pahlavi that we will do anything we can to restore stability in your nation(Applause). Second, to keep our nation and world safe we must continue to reduce the number of nuclear weapons on this planet so we reduce the chances of the talks of a war destroying our civilization(Applause) which is why I urge the Senate to ratify the treaty our nation signed with the Soviets last year.

Interesting given Kemp's support for affirmative action

He also did imply he wouldnt have much ideological litmus tests for judges other than criticizing liberal judges .


I dont think Helms would endorse Connally given this and given the fact that most of the prominent conservative politicians and backers have backed Kemp, he probably doing it not to alienate himself fro that backing is for potential future runs(either governor, senate etc).

Primary Allocation Rules:

Chancellor: In the General Election when we project someone wins a state , the winner takes all the states electoral votes with the lone exception of Maine but in the Republicans primaries the way allocation done is different and it is mostly done using a proportional system or hybrid ststem and with the exception of Arizona which is winner take all the rest of the states will be allocated proportionally . Here are the results

Brinkley: The suburbs throughout the south helped Senator Kemp have a big night and vault him back into frontrunner status. Relentless campaigning in the South and Arizona by former Republican nominee Ronald Reagan also seemed to have paid off as Senator Kemp was able to get much of the conservative vote to unite behind him and launch him towards frontrunner status.

Chancellor: Another winner from tonight though not as big is Senator Romney's performances in the North showing that he is still in this race and has a good chance at winning Ohio and Illionis next week. The biggest loser is by far Secretary Connally as despite large victories in Texas and Oklahoma he was unable to use the south to vault himself in frontrunner status and now with territory getting much more unfavorable for him he is in big trouble.

Brinkley: Yes he must win Florida now and if he doesn't he will be fully done. Now lets look at the overall delegate count and and map after tonight's results

Brinkley: President Hollings today met with the members of the US Gold Medal winning team that shocked the world a few weeks ago at Lake Placid when they took down the seemingly unbeatable Soviet Union Hockey team . The team all wearing their gold medals also presented the President with the jersey they wore on the night of that huge upset only with the President's last name on it and number 38 symbolizing the fact he is the 38th President of the United States. The President called their victory an inspiration to everyone in this nation, and a sign that hope still exists before taking them on a personal tour of the White House.

Brinkley: With every state using a hybrid system except Lousiana and Mississippi , Senator Kemp was able to amass a lot of delegates today becoming the clear favorite in the race at this point and all but giving the knockout blow to Secretary Connally. For example in Illionis and Ohio , Secretary Connally didnt perform much worse than Secretary Romney but didnt have any strength in any particular districts which pretty much resulted in him in not able to amassing delegates .

Romney's strength outside the south and his home state mainly came in Urban areas where he picked up wins in many districts while Senator Kemp's came in the suburbs and in rural areas in the states which allowed him to amass huge wins delegate wise. For example in Illionis Senator Kemp swept the districts in the Chicago Suburbs and downstate which netted him 15 of the 24 districts, with Senator Romney won 8 districts which got you the margins you see today.

Chancellor: Looking at the results today it is very very hard to see someone at this point surpassing Senator Kemp in overall delegates and only hope is to deny Senator Kemp a majority which is also looking slim at the moment given much of the plains , Mountain West and California are yet to report all of which look Solid Kemp territory. So  really the only chance anyone has of winning the nomination is Secretary Connally has to drop out and then Senator Romney must dominate the North East including winning in New York, and then in the West dominate the more liberal western states of Oregon, Washington and Hawaii. Then he could offer Secretary Connally a VP spot in which case both their delegates surpass Senator Kemp but right now thats looks very unlikely

Brinkley: That is if Secretary Connally doesn't prefer Senator Kemp to Senator Romney and that path is unlikely as you mentioned but not impossible. Anyway lets now look at how the race stands now

Chancellor: We have some major news to announce to you and that is Republican Candidate and Former Secretary of Defense John Connally has announced he will be dropping out of the Presidential Race. He said he didnt believe he had a pathway to the nomination left and for that reason announced his drop out from the race and then thanked his supporters. When asked about a potential endorsement he said he hasn't thought about it yet but will make one before Super Tuesday III.


President Hollings rejects suggestion US should boycott the Olympic games saying it would hurt American athletes more than the Soviets



Brinkley: Despite calls by many groups that the US should boycott the Olympic Games in Moscow to protest the Soviet Invasion of Afghanistan, the President rejected those calls saying boycotting the games would not send a message to the Soviets but just unnecessarily punish hardworking American athletes. He also said it would be a better message instead if we win more Medals than the Soviets at their home front showing the superiority of our athletes just like we did in Lake Placid this February when our hockey team defeated their hockey team.

Breaking News: Inflation reaches highest levels since 1947 with rate hitting over 12%:



Brinkley: Inflation officially hit 12.1% hitting its highest rate since 1947 and as of now seems again that its gonna go up ever higher. Also unemployment which usually going down during inflationary periods also is going up as well suggesting there is something structural wrong with the economy it self.  Attempts to lower inflation by increasing interest rates have also led to interest rates going above 10% which makes getting mortgages to buy a home, for example, harder as well. In a Press Conference today the President said he believes his economic policies are working , its just that it needs more time for all the effects to kick in.

Chancellor: Despite Senator Romney big wins in Wisconsin, DC and Appalachia , Senator Kemp still netted more delegates due to his utter dominance in Tennessee and out west but before we go further I wanna look at two states where Senator Romney won, Kentucky and Wisconsin two states that will be contested in November. Senator Kemp in those areas put up massive massive margins in the Cincinnati suburbs but Senator Romney pulls a win out due to huge margins in Eastern Kentucky along with healthy margins in Lousiville and Lexington. I believe that President Goldwater actions during the strike is hunting conservatives in Appalachia and will make it harder for Senator Kemp to win here I would say than Senator Romney.

In Wisconsin again, Senator Romney dominated the big cities , the Southwest part of the state and even did decently well up north while Senator Kemp only really did good in the very conservative WOW region so again while SW Wisconsin is a Republican area , can Senator Kemp get the turnout and margins he needs there to win Wisconsin. We will have to see if he can

Brinkley: I agree with you there but I would like to add that hard feelings in Appalachia over the way President Goldwater handled the strike arent as hard as they were 4 years ago which should be good news for the Republican in Kentucky. As for the race I think at this point Senator Romney needs to sweep every state tomorrow including in the winner take all New Jersey where there are 70 delegates up and Senator Kemp is the favorite and if Mr.Kemp wins that state I will say the race is all over.

Chancellor: Some other breaking news is that former Republican candidate and former Secretary of Defense John Connally has announced he will support Senator Jack Kemp for President.

Brinkley: That makes Senator Romeny's path even narrower but we shall see tomorrow if it gets closed entirely or not

In New Jersey well the vast suburban areas in New Jersey and being a neighbor to a home state basically made this very hard for Senator Romney to overcome as he romped to a win and since it was winner take all Senator Kemp got all the delegates. So Despite victories almost anywhere else , that hurt Senator Romney a lot

Goldwater: It is my pleasure to endorse Senator Jack Kemp to be our next President. As someone who got to work with Senator Kemp for 6 years , I saw his passion and commitment to getting policies pass that get government off the backs of the people and even as a freshman senator his contribution was critical to getting many important bills passed such as the 1973 tax reform bill and many of our block grant bills. With our economy in crises it is time we not only restore the 1973 tax bill but pass additional tax cuts for our business to so they can help create more jobs and supply and Senator Kemp will do that as President. He will also get rid of unnecessary regulations harming our economy such which is why I believe he will be a great President .


Agriculture Secretary Jimmy Carter with the backing of President Hollings will take on long time senator Herman Talmadge in senate primary in Georgia. Secretary Carter also announces he will step down from his position and put full attention on this campaign



Brinkley: Earlier today Secretary of Agriculture Jimmy Carter announced he will be taking on long time Senator Herman Talmadge in the George Senate primary this August. Secretary Carter called Senator Talmadge a Republican who pretends to be a Democrat just to win elections in his campaign rally today and also go the support of President Hollings. He also got the support of Georgia Governor Zell Miller as well.

To put full attention on the campaign Secretary Carter announced he will be stepping down from his position and President Hollings announced that Deputy Secretary Jim Williams will be taking over the position for the rest of the year.

Weaknesses: Could alienate moderate voters in the Midwest which is a bellwether region in Presidential Elections

Chancellor: The only way Governor Reagan is not selected as Kemp's running mate really is if Governor Reagan would not want to be Vice President and would prefer a role such as Secretary of State instead which would not be a surprise as well. Anyway now lets look at some other favorites in the case and neither House Minoirty Leader Ford or Senate Minoirty Leader Baker are on the list because they publically have stated they are more interested in winning back their respective chambers for their parties and leading those chambers then being Vice President

Strengths: Would help ticket in important Midwestern states like Michigan and Ohio and make ticket more appealing to more moderate blue collar voters

Weaknesses: Would not help the ticket in the South in states which could result in losses in Texas, Lousiana, and Tennessee which were all states the Republicans won in 1976

John Connally:



Strengths: Would help lock down Texas and would help in the South, and brings foreign policy experience to ticket

Weaknesses: Doesn't bring much enthusiasm to ticket which could hurt ticket in close states

President Hollings signs a bill which reinstates the Selective Service System :



Brinkley: President Hollings today announced that he would be reinstating the Selective Service System which would require all US Citizens,  Permanent Residents, refugees, and asylum seekers to register with the selective service within 30 days of their 18th birthday. He said it would not be used for the draft at this moment but if we ever need to reinstate its could to have this system reinstated to avoid problems then.

Anyone between the age of 18-26 applying for government benefits will be required to register for the selective service in order to be eligible for these programs and immigrants applying for citizenship will be required to have registered to become citizens.

As you all know one of the most important things a presidential candidate has to do is name who their running mate will because if they win that person then would become the Vice President of our great nation(Applause) . Goldwater: Thank You , Thank You(Applause). 12 years ago when I addressed this convention and I pledged to reduce the size of government and give power back to the people, end the war in Vietnam with honor people thought it was just not possible and guess what we did and I can tell you we can do it again and that is why we must elect Senator Jack Kemp as our next President(Applause). As a freshman senator, Jack Kemp, was critical in ensuring the passage of the 1973 tax reform bill , many block grant bills that returned power back to the states and I saw his convictions and his determination and that is what we need out of our next president(Applause).

Now the Democrats have been saying that electing Senator Kemp would mean a result of the so called failed policies of last administration(laughter) so lets look at the record shall we. President Hollings and the Democrats claim that there was nothing they could have done about inflation because of the Iranian revolution , but I can tell you this we too faced an energy crisis in our administration and instead of implementing all sorts of regulations and price controls we lifted them and by the time I left office inflation and unemployment was going down instead of up(Applause). We had given back power back to you the people instead of growing the size of Washington bureaucracies and the economic results once again show the people not the government are why our nation succeeds(Applause). During my 8 years as President, we had implemented a doctrine of peace through strength which ended the Vietnam War with honor and forced the Soviet Union on to the bargaining table and despite that then Senator William Fulbright opposed those policies tooth and nail and as soon as the Democrats took power they made him secretary of state(boo). Under Secretary of State William Fulbright, they have dismantled our intelligence agencies, cut military spending and all that has done is embolden our enemies and despite all of this President Hollings still has kept him in charge of our foreign policy(boos). So the fact is conservative policies worked and that is why we need to elect Senator Kemp as President(Applause) and by the way not only to return to the policies of the previous 8 years but do many things we were unable to do such as regulatory reform, more expansion of free trade and cutting spending(Applause). In 1960 the Democrats nominated someone from the liberal wing of the part, President John F Kennedy, and then Senator Fulbright applied for being Secretary of State but was rejected due to his radical views(Applause) but in 1976 the so called Moderate Democratic President Fritz Hollings chose an even more radical William Fulbright for that same role(boos).

Like President Goldwater said the Hollings-Fulbright foreign policy has been nothing but a failure. Many of our former allies such Iran, and Nicaragua have fallen into the hands of our enemies precisely due to the fact they dismantled the power of our intelligence agencies and the Soviet Union has been more emboldened than ever due to the abandonment of President' Goldwater peace through strength doctrine and the simple truth is we cannot afford 4 more years like the last 4(Applause). I remember my first convention 16 years ago when I was a delegate for then-Senator Barry Goldwater(applause) and its nice to know this convention has gone much more smoothly then that one 16 years ago(laughter). Now many critics say that our philosophy cant work in the modern age(boos) as we need big government to run our lives has been tested twice in the past twenty years and both led to failures both in 1968 and today in 1980. On the other hand the two times we have elected Republicans in the past 30 years our nation ended up in better shape when we left office than when we inherited it(Applause) so the fact is our policies not theirs is the one that works(Applause). We though must not only return to the policies that worked but also go beyond that to help our nation a better place than it ever was before(Applause). Not only will we repeal the tax increase passed under the current administration but we will also further cut taxes for businesses by 15%, not only will we repeal the unnecessary regulations passed by this administration but reduce the power of these unelected bureaucracies as well and we will get the government of your back by getting rid of government waste as well(Applause).

Brinkley: Senator Kemp got a massive bump out of the convention and now leads by 11 points and leads by a landslide amount in our map as well though. Though I will emphasize this, major bumps at conventions happen and we shall see how the race really stands after the Democrats got their bump as well

Breaking News: Long Time Georgia Senator Herman Talmadge defeated in Senate Primary by Former Agriculture Secretary Jimmy Carter:


Brinkley: In last night senate primary in Georgia, Long Time Senator Herman Talmadge was defeated by a stunning 57-43 margin which not only ends Senator Talmadge long time seante career but also ends a 50-year stranglehold the Talmadge family has had on Georgia politics going back to his father Eugene Talmadge back in the early 1930s. His defeat was aided by the President who held 4 join rallies with Mr.Carter in the 4 times the President has campaigned in this battleground state since May, along with the help of Governor Zell Miller who campaigned tirelessly for Mr.Carter and even once allies of Senator Talmadge such as Former Alabama Governor George Wallace who was quoted as saying its time to elect a real Democrat and not a Republican in Democratic jersey to the seante.

Part of his defeat can be explained to him being defeat by almost 4-1 margin in Fulton County and 3-1 margin in the surrounding suburbs thanks to the fact as many conservative voters in those counties have switched to the Republicans over the past 12 years. His margins in rural Georgia were also reduced which made it impossible for him to make up for the margins Mr.Carter got in Atlanta Metro.

How important is this election:

Chancellor: Many people have asked how important really is this election and from what I can say it is definitely more important than the average election and here's why. First the senate is likely to be controlled by whoever wins the presidency and the same is true when determining whether the liberal or conservative coalition controls the house as well which means that from policy perspective whomever wins this election will have the mandate and ability to get their agenda passed and their will be stark difference.

On Labor Issues: If President Hollings gets reelected we likely will see the partial repeal of Taft-Hartley pass into law which will not only end the Goldwater era on this topic forever but have the most pro union outlook since 1947 as well. On the other hand if Senator Kemp gets reelected he will have the power to restore Goldwater era policies on unions with a stroke of a pen which he has promised to do .

On Taxes: If President Hollings gets reelected we potentially could see taxes on top brackets go as high as their original 1977 proposal while if Senate Kemp wins the 1977 tax bill will be repealed along with almost certainly a further 10-15 percent  as well

On Regulations: If Senator Kemp wins , we will almost certainly see President Hollings price controls and other regulatory actions to deal with this crisis repealed within the first week. Also with a Republican Senate a Conservative House and less liberals as a proportion of the Republican caucus, we very well might see the regulatory reform effort  President Goldwater tried to pass become law as well .

On Metro Development: If President Hollings gets reelected we will likely have a continuation of the first term in which development in metros primarily revolve around cities and urban areas while if Senator Kemps get elected it will be a return to Goldwater era policies which revoled around suburban development.

On Government Programs: If President Hollings wins we will likely see increase in direct federal spending on government programs while if Senator Kemp wins it will be a return to Goldwater Block Grant polciies and maybe even some cuts to programs themselves.

Brinkley: I pretty much agree John so basically the stakes of the election are if President Hollings wins he will have the ability to create a legacy of his own and undo much of policies of the previous administration while if Senator Kemp wins , with the exception of healthcare all of President Hollings legacy domestically will be wiped out within 100 days and we will see a return to the Goldwater years except entrenching those gains for the long term.

Chancellor: Even on healthcare the bill he passed was less liberal than the one George Romney proposed in 1968. Overall though if Senator Kemp wins , President Goldwater will be the defining President of the modern era and the new deal era will officially have closed with him but if President Hollings gets reelected you could see a restoration of that new deal consensus.

Brinkley: Lets go over some key moments of this debate in which most people thought that Senator Jack Kemp won


Key Moment 1:

Smith: Senator Kemp you have called the President's intelligence policy a disaster and promise to change it . Which ways do you think it has failed and how would you change that if you were elected

Kemp: Well over the past 4 years we have seen a dismantling of many agencies such as the CIA, and others which have dramatically reduced our intelligence capabilities. For example in Iran, thanks to our failure in intelligence we had no idea of the fact that theocrats were planning to overthrow one of our strongest allies in the region and that is just inexcusable. Same thing in Venezuala where communists ovethrew an allied govemrent and replaced it with a communist one so the fact is the past 4 years have been a huge failure in that regard.

The reason for this is Secretary of State William Fulbright massively reduced the effectiveness of our intelligence agencies and if I am elected President I will get rid of those changes

If you remember 5 years ago the Chuch Committee found out many abuses of power committed by our intelligence agencies and what  we did was just put an end to them but that does not mean our intelligence agencies have weakened. The reason in fact we arent dealing with a hostage situation right now is because of the fact that our intelligence agencies found out about a plot by the new Iranian Government to take our embassy personal hostage and we got our personal out before that could happen. So the fact is our intelligence agencies have been successful

Kemp: We would not have needed to get our personal out in the first place if we were able to stop Mr.Khomeni from taking power in the first place and the fact is that along with Nicaragua were massive failures. A big problem why this happened was a huge part due to Secretary Fulbright's view that we should not act as his belief that we should resolve everything at the UN. Listen I respect the UN but that doesn't mean we should hide behind it to shrink in our responsibilities.

Hollings: Senator Kemp we tried that exact foreign policy for 8 years and it didnt work because the fact is going it alone does not work better than working with our allies and the fact is those policies are what resulted in many of the intelligence agency scandals so the fact is what the Republicans have been saying on this issue for the past 4 years has been wrong.


Important Moment 2:

Smith: President Hollings, you have made arms limitation a cornerstone of your foreign policy over the past 4 years but many believe the Soviets recent invasion of Afghanistan has complicated that o, if you are reelected, will that priority change.

Hollings: No Howard it will not because the fact is getting rid of the slightest chance that a war could destroy the world as we know it is the most important issue facing us today. As for the arms limitation treaty we negotiated, while we did withdraw it from consideration from the senate we are still committed to reducing nuclear weapons as long as the Soviets do so as well . If the Soviets withdraw from Afghanistan we would be willing to put that treaty back up for consideration and ratify it.

Kemp: I agree on the importance of the issue and as President, I will commit to speaking with both our allies and enemies alike in getting rid of all nuclear weapons from the planet. The problem is over the 4 years the President and Secretary of State Fulbright have underestimated the threat the Soviets and Communists were to our nation and to the free world in general which has put us in the situation we are in today. What needs to be done in my opinion to salvage any hopes of disarmament is to make it serous to the world that we are ready to defend the free world from communism again and we wont give the enemies of freedom any chance to take that freedom away. That is the only way you can seriously get the Soviets on the bargaining table and make them want to abide by treaties as well .

Hollings: Well given that my opponent , Senator Kemp, opposed the Panama Canal Treaty even though 19 other Republican senators voted for it shows that he isnt as keen when it comes to negotiating as he claims he is . It also is just not true that our foreign policy has abandoned our responsibilities towards defending the free world from the Soviets no matter how much Seantor Kemp and the Republicans claim it is so because the fact is we have increased Sanctions against Cuba and other communist regimes throughout the planet .


Kemp: President Hollings I voted against the Panama Canal Treaty because it was against out interests to give  up Panama not because I oppose negotiation. Secondly your secretary of state , William Fulbright, in 1977 said in a speech he believes we have an irrational fear of communism and the policies put in place by your administration in the past 4 years have showed that now the fear of communism was rational and its time to start treating it like one again.


Important Moment 3:

Smith: Senator Kemp you are in support of increasing Military spending by 80 billion over the next 4 years and say thats what we need to do to counter the Soviets and get them back to the drawing board but wouldnt it be fair to say that could also result in alienting them and taking us back to a pre cuban missle crises style relationship .

Kemp: Well I think that premise is wrong because the fact is number one that type of military increase would only be allowing us to match the increases in defense spending the Soviets are doing which I believe is critical. Number two like I mentioned earlier , the best way to negotiate a good deal is to start out with a strong hand which gives us the leverage and the nations with leverage are more likely to get a better deal so its very important. I do not believe that sitting back an expecting the Soviets to give us a good deal will work because the fact is they will not and if they do it will be cause they never plan on honoring the deal which we saw with the recent arms control deal.

Hollings: Earlier this year I signed a bill that restores military spending at 1976 levels so I just like my opponent is committed to making sure our military remains in good shape but what I believe would be a mistake is believing that we can do it alone. We need to work with our allies and also convince them to put in more money in Defense to make it clear to the Soviets that we arent alone but we are  truly working with the rest of the free world to stop their ambitions.

Kemp: Well the fact as the leaders of the free world it is our responsibility to lead the world against the Soviets and unless we make it clear that we are serious in our goals to counter the Soviets when it comes to defense spending why would they spend more as well. Second while yes military spending is the highest it has been since 1976 , that is cause you Mr.President cut military spending over the past 3 years and the fact is if we had continued with President Goldwater's plan for defense spending we would not be in the situation where we are today and the reason we need to spend the amount we do now is cause of the fact we cut military spending for 3 years and now have to make up for it

Hollings: Well lets remember President Goldwater also cut military spending in his 2n term

Kemp: That was due to end of Vietnam war not due to any budget reasons and then he had a plan to slowly increase it so we dont need the increase we are needing now

Hollings: Well again he still cut it so it makes him no different than I in this case and I will admit that it may not be the right decision in hindsight to have cut spending for 3 years but we dont make decisions with hindsight and the information  was that we should have cut it as we were getting many treated agreed to and that wouldnt have happened with us showing hostility

Kemp: Thats the key failure in your foreign policy Mr.President, and it is why I was opposed to them in 1977 because I knew the Soviets could not be trusted

Brinkley: Lets look at some key moments from the Vice Presidential debate which is a debate most people believe was evenly matched


Important Moment 1:

MacNeil: Secretary Connally what role would you play in a Kemp administration if elected Vice President

Connally: Robert well, first thing is that I would be a top advisor to the President given I would attend meetings with the President, his cabinet and his staff but the areas I would be most focused on is rebuilding our armed forces, rebuilding our intelligence agencies and helping the President an his energy team implement sound energy policies as well. Given my experience as Governor of Texas and Secretary of Defense those 3 areas will be areas I will be focused on.

Muskie: Robert , it is not my belief that the Vice President should micromanage tasks in the White House because the day to day running of those areas Secretary Connally is talking about should be managed by the people the President appoints to run those positions not the Vice President. The Vice President is much more effective if he like the president takes a wide variety of tasks and helps the President deal with them. Also for example sometimes leading important meetings the President is unable to attend due to having even more important meetings as well. For example a couple years ago President Hollings was supposed to have a meeting with Congressional leaders for budget talks but couldn't attend as there was more urgent national security matters to deal with so I as the vice president had to still lead those meetings with Congressional leaders as we still had to deal with that issue as well.

Connally: Well, like I said Vice President Muskie those are things that are part of the day to day job as Vice President but the fact is that doesnt mean they cant have their main focus be in a few areas and that is not micromanaging.


Muskie: It is of my belief Secretary Connally that we as Vice Presidents should be  mainly focused on helping the President run the nation as a whole not to just prioritize a few issues


Important Moment 2:

MacNeil: Vice President Muskie, given that this economic double-dip recession was caused by another energy crises what is you administration plan to make sure this does not happen again

Muskie: Well the first thing we need to do and as the President as promises make sure we increase energy production here at home and through different budgets, we have passed over the past 4 years we have done that and will continue to do that for another 4 years. We will also keep investing in synthetic fuels as that is the future and we will invest in that. This will make sure we have a sound energy policy in the future and dont face an energy crises like this again


Connally: Once again President Hollings and Vice President Muske show time and time again that they believe the solution to every problem is creating another government program but guess what that policy has failed over the past 4 years and there is reason to believe it will succeed in the next 4. What needs to happen instead is we must increase the amount of oil exploration permits we give out , reverse their administration price controls which has done nothing but reduce supply even more and reduce unnecessary regulations that stop us from producing more oil in general.

Muskie: Most of the so called unnecessary regulations my opponent is talking about are regulations we put in place that dont let them exploit workers such as coal miners, pollute our air and our water, and rip of consumers just so they can make an extra profit. Also we need to remember our last energy crises happened in the Goldwater administration despite all the policies my opponent wants put in place, to be put in place so the fact is their is no evidence what so ever that their policies work better than ours when it comes to preventing energy crisis and it certainly is worse for the people of this nation.

Connally: The energy crises caused in 1973 was caused by an oil embargo but the fact is we started to recover by the end of 1974 while things are only starting to get worse now despite it being more than a year since the energy crises started so the policies put in place by President Goldwater were working and it wasnt until your administration put in price controls and other regulations that we went off the wrong track again and that is something we will fix in a Kemp Administration.


Important Moment 3:

Smith : Secretary Connally, you along with Senator Kemp have called for increases in military spending by an annual amount of 70 billion dollars but many people are asking how would you pay for such an increase

Connally: Well as you know we arent increasing it all in one year but by 1984 and studies have shown if you implement Senator Kemp's economic plan we will get out of this recession by sometime in 1982 and the growth of the economy will help bring in the revenues needed to fund it

Muskie: The way Senator Kemp and Secretary Connally plan to fund their tax cut and this military spending increase is by doing stuff like cutting programs that help working families which was how President Goldwater paid for much of a similar agenda and all that is made our nation more unequal

Connally: Under President Goldwater median incomes rose dramatically, and his administration was able to bring our nation back from one of the worse recessions since World War 2 in less than 3 years and start the recovery within 1 year and Senator Kemp will do similarly if he is elected .

Brinkley: Lets look at some key moments from the Town Hall Debate that most people believed was won slightly by President Hollings

Key Moment 1:

Audience Member: President Hollings given that under your presidency inflation has risen to its highest levels in my lifetime which has made it much harder for me to care for my family, why should I vote for you again

Hollings: Thank You for the question and yes I do agree with you inflation is a problem which is why I have implemented price controls to make sure the price of energy doesnt go up as having affordable energy is one of the most important things a family needs today to get by. I have also in my budgets created programs which will help us raise energy production thus which will both reduce inflation and unemployment.

Kemp: You are right in your assessment that President Hollings does not deserve another term as he hasnt really shown us why he can fix this problem and in fact has made it worse through his policies. He mentioned implementing price controls but the fact is Mr.President what that did was it made it harder to produce more supply which actually reduced in more inflation not less and regardless of the different types of government programs the President creates his regulatory policies will continue to keep inflation high .


Hollings: Well again thats not true the reason we are in this crises is due to the Iranian Revolution in 1979

Kemp: President Hollings the Iranian Revolution happened to cause our intelligence agencies failed to do its job on your watch so you cant deflect blame by citing that


Hollings: Well we could say the same about the Arab Oil Embargo in 1973 so the fact is both energy crises were caused by factors outside the US Presidency. Anyway the fact is price controls and regulations have kept inflation lower then they would have been without them so yes while they haven't fully fixed the problem it helps us keep a lid on inflation until we can raise supply to necessary levels

Kemp: Mr President those price controls make it harder for each function of the supply chain to efficiently operate which is why it has reduced supply thus creating more inflation

Brokaw: Moving on


Important Moment 2:

Audience Member 2: Senator Kemp you have been very critical of regulations on this campaign but many of those regulations have been regulations that protect our air and water so if you are president would you keep those regulations in place


Kemp: Well most of the regulations what protect our air and water was passed by Congress along with many other litany of environmental regulations that worked. What I am very opposed to is the fact we have unelected bureaucrats in Washington use their regulatory powers to effectively make law without going through congress and that is something I will change when I am President. Another thing is that much of the best action taken on the environment was done at the state level not federal level as they can handle many of those problems better


Hollings: Well the fact is my opponent Senator Kemp over and over talks about the regulations that he says have kept supply low are environmental regulations that keep our air and water clean and they were passed by agencies such as the EPA which Senator Kemp wants to make ineffectual through so called regulatory reform which give Big Businesses and Large Corporations what they want but hurt the average citizen of this nation.

Kemp: Well again this is not true as you know is that I endorsed California's bid in the early 1970s when it passes strict environmental control under a conservative Governor named Ronald Reagan and I voted for the clean air and clean water acts in congress too. What I am opposed to are excessive regulations that hurt our economy and have helped create this inflationary crises

Hollings: Well again you voted for those acts but still want to weaken the EPA so you do want to reduce the effectiveness of environmental agencies senator Kemp while I dont because policies that benefit big business dont necessarily benefit the rest of us


Brokaw : Moving on

Important Moment 3:

Audience Member: This is a question to both candidates, if elected what will you do to make healthcare more accessible to more Americans

Brokaw: President Hollings you go first

Hollings: I believe that we need to move towards a universal healthcare system and the way we do it is creating a Catastrophic Healthcare plan under Medicare and allowing all Americans regardless of age buy into that plan as doing so will guarantee that every American regardless of income can afford basic healthcare. Doing so will also make other private insurance costs affordable for more Americans which will make healthcare universal for All Americans


Kemp: My plan is that I would create a 1000 dollar tax credit which would give Americans who buy health insurance tax relief for doing so and doing so would result in more Americans having health insurance without raising a penny in taxes or creating more debt. The President's plan which was thankfully not passed last time would result in a huge expansion of government which would result in more debt and more bureaucracies but would not make healthcare more accessible

Hollings: Once again Senator Kemp and the Republicans make it clear that they view every program that benefits working people in this nation as big government just as President Truman said about them back in 1948 when Republicans then just like they do now support big goverment when it comes to helping big businesses and Wall Street but not the average citizen and blocking healthcare reform shows that. As for my opponents plan the problem is the tax credit does not help people who are low income as they already have a tax liability of under $1000.

Kemp: Well the reason we blocked that bill was that it was a bad bill and studies done by many economists show it was one. Creating government programs isnt the answer to all our problems like the President and his party think it is

Hollings isnt that great fit for the West and the West is even more Republican than OTL due to having Western Conservative Republicans running the show for 8 years and not having anything like Watergate damage the party.


Kemp while being from New York is a great fit for the West as he is part of the same wing of the party that produced President Goldwater and has a libertarian tinge about him as well which makes him appealing to the west.


OR is not as solidly R as the rest of the west but its not that big enough for the Democrats to put in that many resources to try to contest it.

Summary of Third Presidential Debate:



Brinkley: Lets now look at some of the key moments of the debate which polls taken of focus groups believe have was a decisive victory for Senator Kemp


Important Moment 1:

Cronkite: In this campaign inflation has been an economic topic that has been addressed a lot but  another important question that hasnt been addressed has been unemployment which recently hit 7% so Senator Kemp if you are elected what would you do do address that

Kemp: Well what we need to reduce unemployment is actually similar to what we need to do to reduce inflation which is we need to increase the aggregate supply in the economy. Once we make the business environment friendly enough for businesses to create more supply they will need to higher more Americans to create the additional supply which then will give them more money to spend which then will result in companies having to hire even more Americans which then will help our overall economy to recover. So to that my belief is we need to first repeal the 1977 tax bill that disincentivized business investment along with giving an additional 15% tax cut to businesses throughout the nation so they can go out and create new jobs. We also need to get rid of protectionary tariffs that are artifuclaly keeping supply down and get rid of unnecessary regulations as well

Hollings: What my opponent Senator Kemp is proposing would actually be one of the most inflationary things we can do as giving tax cuts in an inflationary environment would just inflate our economy even more which will make our crises even worse so what the Senator is saying in my opinion is ridiculous . What we need to do is put people back to work and programs we have created are doing so and will continue to do so in the next 4 years and they have worked to take us out of a depression in the 1930s and the late 1950s recession during the 1960s and will work again.

Kemp: The reason we are in the crises we are now is the fact that the fact the Phillips curve that the different type of Keyensian economists , President Hollings put in charge of setting economic policies was proven to be wrong. Inflation and Unemployment are not inversely proportional just like Former Treasury Secretary Milton Friedman warned us and was bourne out in the past yet President Hollings appointed those people to run our economy. Second I would like to ask the President why is it inflationary for the people to keep more of their money and spend it the way the like it but it is not inflationary for the government to take that money and spend it the way they like.

Hollings: Well the fact is giving tax cuts to the wealthiest people rather than spending on government programs that help people is infact more inflationary as its giving tax cuts to people who dont need it. Second  again a similar crisis happened in 1973 so Senator Kemp cant say its our administration rather than outside circumstances that caused the recession.

Kemp: The President with that answer proves why his policies have failed. The President and the Democrats for a long time now have believed that government actions not the people are what make an economy great and this recession shows that philosophy is wrong. Before President Holligns tries to deflect blame from his policies  by saying the Iranian revolution caused this recession, I would like to remind him that the reason the Iranian revolution happened was due to the President and the Democrats dismantling of our intelligence agencies and even if there was no way we could have stopped it at least the President could have responded to it by trading more with our energy rich allies which he failed to do and that is why we are in the crises we are now in


Cronkite:

Important Point 2:

Cronkite: President Hollings you made educational reform a priority in your first term, will you continue to make it in your second

Hollings: Yes I will the fact is educating our children is the most important issue we face as our success in the future will be dependent on them. In the past 4 years we have made college more accessible, expanded school lunch program to make sure no kid goes hungry , and incentivized higher teacher pay as well as work with states and cities to adapt education policy to fit a changing world.

Kemp: My belief is that educational policy should be mostly decided by the states and ideally cities and local municipalities. The reason is problems facing our educational system are different in New York City then they are in Chicago then they are in Houston and then they are in LA so the idea that one size fit all solution would work is just not true. So what I would do is support a block grant program which gives money to the states, cities and counties so they can spend money on fixing the unique problems facing their state, county or city. Now there are some areas where we will get involved and that is in making sure that desegregation is carried out but mostly we will not get involved in areas cities and states can do better than Washington .

Hollings: Well that is not true because programs that made it easier for kids to go to college, hungry kids to get food in schools were done here at the federal level not the state level so what the President is saying is not true. Also the fact is it is our responsibility to make sure if states and cities are not adequately educating our kids that we get involved as we cant let our kids fall behind for something thats no fault of their own.

Kemp: Well most of those programs you are talking about can be block granted with the condition that they be spent on free and reduced lunch, loans to go to college and then they can spend that money more efficiently and that is what I would do as President. Second I believe in school choice and would encourage states to give parents more choices on where they send their kids to school but again that is something that should be decided at that level and not by me

Cronkite: Moving on

Important Moment 3:

Cronkite: Senator Kemp you said if elected president you would support dropping protective trade barriers and moving to a more free trade policy

Kemp: Yes I do Walter as the fact is one way we can help reduce inflation actually is through trade as trade will help us increase the aggregate supply we have in our nation thus reduce inflation. President Goldwater free trade policies helped us get out of the 1973 recession and I beleive we need to return to policies that worked. Second we must expand trade with partners such as Mexico and I am in supportive of creating a trade bloc in North America , expand it with our European Allies and with nations in the pacific and middle east too.


Hollings: Walter I too am in support of free trade but what I am opposed to is free trade deals written by big business and believe they should be written in regard to working people in this nation so our workers get the fruits of free trade and just not large corporations. Yes getting those deals is not an easy job but we have made progress and have improved working conditions in nations we trade with to make sure working people on both sides of the border we trade with benefit and just not people who are already well to do like Senator Kemp and the republicans would do


Kemp: There you go again , my party and I are not in support of free trade becuase they would only help big business but because they will help workers in this country. Inflation has hurt working people's livelihoods and unemployment has made it harder for people to work so it is false to say your trade policies have helped the workers. Second while you and your party demonize big business, remember they are the ones who help create jobs in this nation and the President , his economic team and his party have time and time again stifled the ability of businesses to do so. Now President Hollings will try to respond to defend his record but when he does I want you to ask you self this: Is it easier for you to find a job than it was 4 years ago, is your energy and gas bill more expensive or cheaper than it was 4 years ago and overall do you think your economic situation is better of than it was 4 years ago.

Hollings: While Senator Kemp might want to make it seem like everything is so simple the fact is it is not and the fact is Republican policies time and time again show that they benefit people who are already well of while our policies benefit people who need the help. President Goldwater and Senator Kemp's trade policies benefit large corporations while our policies were meant to benefit workers in this nation.


Kemp takes 3 and a half point lead in polls after Debate


Brinkley: Entering the third and final debate , the race seemed up to grabs but it seems like Senator Kemp decision to have former California Governor Ronald Reagan prep him for the final debate worked as he has had a pretty good bounce from the debate and leads by 3 and a half points in the polls.

1980 Election Night Preview

Brinkley: With less than 24 hours to go until the election , lets start this program by showing you what the current battleground map looks like



Senator Jack Kemp(R-NY)/Former Defense Secretary John Connally(R-TX) 262 51.5%
President Fritz Hollings(D-SC)/Vice President Edmund Muskie(D-ME) 153 46%

Brinkley: So looking at this map at this moment the favorite to win the Presidency clearly has to be Senator Jack Kemp so John what is the President's path to getting reelected

Chancellor: Well its actually not that far fatched as remember every poll has margin of errors and if you take the 3-3 and a half margin of favor in the favor of the President which can easily happen you can definitely see him getting to 270 despite losing the popular vote by two- two and a half points.


New York- While this is Seantor Kemp's home state this state is a must win for the President and infact if the President loses here he not only has no chances to win but Senator Kemp may have a chance of getting over 400 Electoral votes as well. A Key to his victory here is he must win around 65% of the vote in New York City and if he does he likely will win this state like we all believe he will

Now lets go over the 4 crucial Midwestern states he must win if he wants any chance

Ohio- If President Hollings wants to win here he must first start by putting a strong performance in NE Ohio where he must win NE Ohio by around 20 points then win across Eastern Ohio while keeping Senator Kemp's margin in Hmailton under 20 points.

Michigan- Macomb county is a key county here and if President Hollings can hold his margins in Macomb to under 3 points while winning Wayne County with over 60% of the vote and winning NW Michigan he should take this state

Wisconsin: Well he needs strong margins in North West Wisconsin especially in the Madison area, strong performance in Milwaukee to offset a bit in its very conservative suburbs and win a county or two in SW Wisconsin and if he does that he will win that state

Missouri: Like last time he will need to rack up large margins in Kansas City, St Louis and South East Missouri if he wants to win this state  


Now lets go to the South which again he will need to sweep to win


Kentucky: Democrats strength here comes from strong performances in East and West Kentucky , and the more rural parts of Northern Ketnucky while Republican strength comes from the Cincanitti suburbs in very Northern Kentucky, Fayette County, and the most Southern central rural areas. So this state is a state that I would say would favor the President but it is a very much of a margins state and once thing to watch is actually Jefferson County because if the President wins more than 45% there he likely is gonna win the state


Tennessee: Its a race between Western Kentucky which is Democratic and Eastern Kentucky which is Republican but I would say a key for the President to win here is to get over 60% in most Western Kentucky counties including Davidson , get 53% in Shelby along with hold the Republican margin in Knox to under 20 points.

Georgia : He must win Fulton County by around 24-25 points and win big in the vast rural areas of the state like he is expected to, Atlanta suburban counties such as Gwinnett , Cobb and Forsyth wont be enough for Senato Kemp to win here. As of this moment, I would say the President is favored here in Georgia

Alabama: The President must win big in Birmingham , the Black Belt , rural areas in the west, north and east of the state along with win in Madison County to win here. As of now it seems like it will come down to Madison county

Lousiana: This is tough but the President must start by running up the Margins in New Orleans and Baton Rouge, hae a strong showing in Western and Central Lousiana if he wants a chance .


If he wins all these states the President will be reelected and like I expalined here if there is a polling error it isnt far fetched to see this potentially happening. Now on the other hand Senator Kemp can win any one of these states I listed above and if  he does he will be reelected
